As per planning commission total budget allocation for various centrally sponsored schemes had been Rs 15.88 Lacs crores for eleventh plan (2002-2007). Now follow below simple calculations If out of this allocation for rural development is calculated as per population distribution (68.4 % approximately) then it comes out to be Rs 10.8 Lacs crores. Now divide this budget with number of villages (638596 as per census 2011) it come out to be Rs 1.7 Crores approximately means government has spend approximately Rs 1.7 crores per village during 2002-2007. This simple calculation force me to think how bad these schemes are implemented and where all this money go is not a hidden fact. Even this money is provided to rural population as loans with subsidized rates making panchayati Raj Financially independent, we would have done much better. We are not a country with limited capital but utter misuse and looting of funds had been the major obstacle of rural development.
