As someone who has had personal contact with high level government officials and education policy makers and has got to hear their arguments, let me give you some bad news: The vast majority of public officials would rather have a bad and inaccurate system of teacher evaluation based on test scores than none at all, and are prepared to squeeze the life out of teaching and learning to make sure all students are taught the basic skills necessary to make them part of the labor force. This true whether they are Republicans or Democrats, liberals or conservatives. I have argued with them, debated them, and tried to draw upon a lifetime of teaching experience to change their mind, and have had no impact whatsoever The only thing that has a chance of changing their mind, and even then its a long shot, would be a Test Revolt of a scale far larger than we have ever seen.
