As worried as I am about this dog it is also troubling that this kid is out there risking breaking this dogs neck and is obviously not being supervised at all. The boy obviously knows he is doing wrong by his reaction to the noise from the neighbors video taping the incident . This boy needs some counseling and parental guidance. Tell his parents right away because maybe they are unaware. And if this does not cause major actions taken to help the boy then CPS is the people to call. Then the dog will be safe once the help is provided for the child in this video.
