As you may know, the Commission has been working for months on issues related to the solar industry and the pricing for electricity generated from home systems. At the end of the day, we must come up with a plan that is fair to those who own solar systems and those who dont. During our last meeting, I put forth the following plan, which has passed, on the next steps the LPSC will take to finally come to a resolution that I hope we all can be comfortable with. I am sharing it here to make you aware. 1. The Commission hereby Orders an investigatory RFP docket to examine the comprehensive costs and benefits of net metering in this State, including, without limitation, the costs and benefits to: (a) The State of Louisiana; (b) Customer-generators who participate in net metering; (c) Customers of a utility who do not participate in net metering; and (d) Each utility that offers net metering 2. The investigatory docket shall engage a knowledgeable and independent third party with relevant experience to evaluate all factors that the Commission deems necessary to determine the costs and benefits of net metered exports described in subsection 1. This docket shall require each utility, both investor-owned and cooperative to provide a cost of service analysis for the quantification of the cost impact, whether negative or positive, related to net metering. 3. On or before November 30, 2014, the evaluation shall be concluded and a written report of its findings including a calculation of the total costs and benefits of net metering shall be submitted to the Commission. 4. Based on the results of the evaluation, the Commission may initiate a proceeding to consider just and reasonable rate reforms to address the results of the evaluation. The consideration of rate reforms may include increased use of time-of-use rates, minimum bills, consideration of impact of “all power contracts”, utility load profile (percentage of residential, commercial, industrial) and other alternative rate structures.
