Aside from the fact that this app relies on mobile phone communications which are not recommended for maritime safety and also on private individuals with no emergency response training to handle initial emergency responses, this post from the Coast Guard seems to suggest that the app is theirs? This is confusing;- previously there was a suggestion that it was owned by De Care Systems? If it is the Coast Guards, how did they pay for it and does their mandate extend to the development and promotion of non approved safety equipment when this appears to undermine their responsibility to promote the use of approved safety systems?
