Ask Mr. DMV Guy By Chris Carnicelli Dear Ask Mr. DMV Guy readers, here are some of the new DMV laws going into effect January 2015: The Three Feet First Safety Act requires a driver passing a bicycle in the same direction to pass with no less than three feet between the vehicle and the bicycle. When three feet is not possible, the driver must slow to a reasonable speed and pass when no danger is present to the bicyclist. Another new law (and this one is my favorite), all teen drivers under 18 years are now prohibited from using any electronic device to write, send, or read any text message while driving, even if it’s equipped with a hands-free, (Bluetooth), device. This new law rescinds the previous law that allowed teens to do this back in 2013. If you’re thinking about transferring your ownership of your car to a family member, but you still have outstanding parking tickets on it, it’s not going to happen. The new law says you’re going to have to pay for all those past, (or present), parking or toll violation fines and penalties first before transferring ownership to a relative or living trust. Before you could get away with, but not anymore! Limousine drivers, listen up! You’ll be happy to know that by January 1, 2016, every limo will have to be modified to accommodate additional passengers and have two rear doors or one or two internally removable rear emergency windows modified to meet the new California State standards, in case of any emergency exits. Remember the electronic barcode license plate of Doc Brown’s time traveling DeLorean? Well, the DMV is actually looking at electronic license plates. That’s right, the DMV is looking at alternative electronic methods for stickers, tags, license plates, and registration cards. I don’t know what they have in mind, but it’ll certainly be interesting to see what they come up with.
