At 10:00 a.m. on July 28th, 2014, Northern Peasants’ Federation (NPF) members from 479 communities in 9 Northern provinces (Chiang Mai, Chiang Rai, Lamphun, Lampang, Phayao, Phrae, Nan, Mae Hongson and Tak) gathered at post offices and provincial halls to deliver letters and more than 80,000 hand written post-cards to the Head of the National Council for Peace and Order (NCPO). The letter and post-cards outlined 5 urgent demands that the NPF has for the NCPO to address their grievances and assist to solve their land and natural resource management problems, as follows: 1. The Deputy Cabinet Office official and relevant Ministries will immediately begin to implement the Community Land Titling program as ordered in the Cabinet Decree of 2011. 2. The immediate commencement of the Nominating Committee for the National Land Bank Management Council, so that the disbursement of 167M Baht for the Pilot Land Bank Project can begin. 3. The adoption of a Progressive Land Tax, so that land holdings will be more equally distributed among Thai society. 4. Support for increasing community and local land and natural resource management rights over lands, forests, and waters. 5. To ensure community and local land and natural resource management and usage rights are enshrined in the new constitution that will soon be drafted. While sending these demands to the NCPO, members of the NPF were photographed and information was gathered by soldiers, but no conflicts occurred, and villagers were able to return to their communities peacefully.
