At Economic Forum about safety risks Ziyad Raoof the Representative of Kurdistan Regional Government to Poland took part in Economic Forum on 2-4 of September 2014. This is the largest political and economic conference in Poland and in the whole Central and Eastern Europe. Main event of participation Ziyad Raoof at Economic Forum was his speech in discussion panel New threats for safety of the world - new strategic goals of defense. Besides Representative of KRG in panel also took part international group of renowned experts: • Denis MacShane, Former Minister of State for Europe, Director of European Policy Council (United Kingdom) • Geoff Hoon, Former Minister of Defence, Managing Director at AgustaWestland (United Kingdom) • Jarmo Makela, Journalist - Finnish Broadcasting Company YLE (Finland) • Marianne Mikko, Deputy of Commission for Defense, Member of Estonian Parliament (Estonia) • Andriej Rusakowicz, Chairman of the Board, Research Center for International and Security Affairs (Belarus) • Peter Volten, Director of Centre for European Security Studies (Netherlands) Main thesis of Ziyad Raoof speech assumed that West is not able to support democratic and moderate forces in hot spots of the world at appropriate time, which could quickly solve political problems. As a result, risks are spiraling out of control and containment of this situation is much more difficult. Thesis of KRG Representative were illustrated by example of Syria where since years war continues, and above all example of Kurdistan Region, toward which West was pursuing wrong policy for a long time. For years it was known that Kurdistan Regional Government is building new country following constructive and peaceful policy. Kurds have proved that they can perform rare feat on the Middle East - to create a democratic and tolerant society where religious and ethnic mosaic operates successfully. Meanwhile over all these years in Iraq chances to build a new country have been lost, and Prime Minister Maliki in Baghdad led to complete paralysis of state and created conditions for development of terror, which in the worst form revealed itself by creating Islamic State on large part of Iraq. Maliki has also refused to arm Kurdish military formations, which are the only real force which is facing up to terrorists from Islamic State. And despite the fact that according to the Iraqi constitution Kurdish military formations are part of the Iraqi army. West couldn’t effectively influence on Prime Minister Maliki to stop his discriminatory and dividing the country policy. As a result, today Iraq is on the threshold of disintegration, Islamic State became the most powerful terrorist group in history, and in region erupted powerful humanitarian crisis, consequences of which affected mainly the Kurdistan Region, where at the moment there are over 1.4 million refugees. Ziyad Raoof summarized his speech by saying that the West should support Kurdish aspirations for independence, to strengthen the most reliable and predictable partner in region.
