At a December 4 hearing before Payette County commissioners and over 100 citizens, Pete and Joli Eromenok, owners of the world-class dog training kennel and schooling grounds near New Plymouth, Idaho, Goosebuster Retrievers, testified on their filed appeal against the September 11 Planning and Zoning Commission decision to issue a conditional use permit to Alta Mesa Idaho (AMI) for a liquid natural gas processing and transportation facility only 200 feet from their property. The proposed, contested, 35-acre plant along an expanded railroad spur, essential to preparing and moving area oil and gas to market by rail, could impose on the Eromenoks the first southwest Idaho “commerce casualty of growing fossil fuel extraction” from 18 wells. Their 30-year, labor-of-love business supporting their future retirement coaches retrievers and canines on hunting and competition skills on 44 adjacent, lifetime-leased acres that attract migrating fowl to lush fields, waterways, and ponds that remain unfrozen in winter, during up to 18-month-long lessons. But proximity to this unsightly, dangerous refinery would not only reduce their property value and hamper business marketing, it would diminish elite clientele and dog hunting experiences and safety (especially during shooting), jeopardizing their livelihood, way of life, and home. The Eromenoks contend that every neighbor opposes the development and that county commissioners with conflicting interests in personal gas leases have not considered safety issues and have forced an unlawful “taking” of their business, by granting a zoning variance to expand their kennels just a year ago then illegally changing zoning for AMI under county, state, and federal laws. As nascent oil and gas industry production and infrastructure proliferates in Payette County, commissioners will rule on the Eromenok and two other appeals of the AMI plant on January 5, 2015.
