At one time York residents could shop in major grocery stores in the city. Now they have only small shops that have prices far above the chains. Why? It is simple. The chains moved out. Why? You can blame it on higher taxes in the city but that can be offset by the store by slight increases in prices. What they could not absorb were robberies, retail theft and risks to employees. They moved out. Now city residents have to pay inflated prices and not have many items, most of them healthy items which have short shelf lives (fresh fruits and vegies) that only can be offered if there is significant sales. So the health and wealth of the city residents suffers because of the crime which CITY RESIDENTS WOULD SOONER ALLOW THAN GET INVOLVED. Look at last night. There was a shooting between 2 and 3 AM and nobody called. The victim was found when people went out in the morning.
