At the time of the UN vote to partition or divide the land for Israel, the map was based on historic and current ethnic populations. Areas that were majority Jewish were made into Israel. Areas that had a majority of Palestinians were given to the Arab state. The UN had the power to do this in this region because during the first world war the Ottoman Empire was defeated as they were allied with Germany. So victorious west european powers (who had been attacked by the Germans and their allies) divided up the former Ottoman Empire into mandates.
