Attached is the agenda for Tuesdays General Session in Riverhead. Here is a summary of six of the seventy bills up for consideration. You will find links to each piece of legislation under the Introductory Resolutions section of the agenda which is segregated by committee assignment. Feel free to ask questions or comment. Anyone interested in commenting publicly may do so during Public Portion beginning at 9:30am. Each speaker has 3 minutes. Budget & Finance IR-1819 Taxpayer Protection and Awareness Program (Cilmi) IR-1830 Reducing Pipeline Debt (multiple sponsors) Economic Development IR-1850 Appropriating Funds ($4.6 million) for Jumpstart Suffolk (Cty. Exec.) Parks IR-1561 Establishing New Sun Protection Protocols for Lifeguards (Hahn) Public Safety IR-1659 A Local Law to Strengthen Public Nuisance Law (Cilmi) IR-1741 A Local Law to Extend the Red Light Camera Program (Cty. Exec) IR 1819 directs the Treasurer to create a list of any interested taxpayer who wishes to be notified in advance of a tax due date and to email those interested parties prior to each due date. Taxpayeers may sign up via email or by a web-based application. IR 1830 reduces “pipeline debt”…debt/projects that have been previously authorized but based on a number of factors are no longer priorities. So this does not reduce actual debt, but rather, authorized debt…so it basically rescinds the authorization for more than $80 million. This is the product of a collaborative debt reduction committee. The committee consisted of the County Executive and Legislators Calarco, Cilmi, Gregory, Kennedy, Krupski and Martinez IR 1850 authorizes nearly $5 million of borrowing to fund infrastructure improvements for Wyandanch Rising and the Ronkonkoma Hub IR 1561 requires County lifeguards to wear long sleeve shirts, UV sunglasses, sunscreen, wide-brim hats and sit under umbrellas. All of these things are available to lifeguards now but their use is voluntary. This new law would mandate their use. IR 1659 amends the County’s nuisance law which allows the County to board up properties where “prohibited conduct” (drug dealing, prostitution, etc.) takes place twice in three years. This bill corrects a technicality that currently requires that an arrest be made AT the subject premises. Under the new law, as long as there is prohibited conduct verified at a residence, the law applies, regardless of where the arrest is made. IR 1741 authorizes the extension of the County’s Red Light Camera program through December 1, 2019
