Attention: wrong calculation of electricity and water bills in your letterbox! Today I sent an e-mail to ARMS, here is the copy: Dear Sir/ Madame, I am writing to you to inform you that your computer calculation of bills is set, deliberately or by mistake, to increase the bills unjustly. This is achieved by underestimating the usage of electricity and water during several months in estimated bills, to accumulate all the usage of the year to the last couple of months, and then to make assumption that if household consumed such great amount of units in 2 months, then its annual consumption is assumed to be 6 times more, therefore the increased rates are applied. Here are the details of my own household, but I have seen the bills of the other people with the same formula of underestimating the usage through the long period to apply highest rates on the final bill. Electricity: 1) Smart meter reader was installed 18.07.2013 (reading 0 ) 2) Actual reading on 10.09.2013 shows 606 units of electricity (meaning 300 is monthly average) 3) All the estimate bills during the year were coming: EUR2.33, EUR2.41, EUR8.90, EUR41.43 Instead of estimate my daily usage as 10 units, my daily usage was underestimated close to 0, through the whole year. 4) Actual reading 08.08.2014 showed 4250 (3644 from the last actual reading 606) 5) Final Bill on the basis of actual reading assumes that my household consumed 2813 units in the period from last estimated bill to actual reading, i. e. in 70 days. 6) Assuming that 3/4 of my electricity usage during the year was consumed in the period of last 2 months, your computer calculated that my daily consumption is not 10 units but 40.19 units per day, meaning that in a year I would consume 14668 units (while I actually consumed in a year about 4000 units), and the rate of .3420 per unit was applied for my household, like on those who use from 10.000 to 20.000 per year. ECO reduction was not applied because my household jumped the limit of usage. Water: the same formula as above. Estimated bills with 0 consumption and final bill with 22m3 consumed in the last 70 days, rate 5.1395 was applied on water usage. Calculation of bill: EUR634.96 for 70 days In the time when PN and LP are trying to figure out what is the exact rate of poverty in Malta, it is important that people will not be robbed by wrong calculation of their consumption. I have seen in the queue to ARMS Customer Care an old Maltese poor man living alone in his flat with a bill that he consumed 34m3 of water in 1 month time with the highest rate. When I explained to Customer Care officer what is wrong in my bill, he asked if I want to spread the amount of money due through the year. I replied that not amount of money but the units must be spread, and the low rate must be applied. I left with him the photocopies of my bills as proof of underestimating my usage through the year to apply high rates after. I am not asking you to review my bill only, I am requesting that the wrong underestimating of usage in estimated bills to move all the units to the last short period of time and apply high rates on the final bill will be stopped with immediate effect and all the bills for 2014 to all households in Malta will be re-calculated. Kindly make it right, even for those who already paid the wrong amount without complains.
