Audit finds City of Tulsa, Tulsa Police Department inaccurately received, used federal grant funds A Department of Justice audit released Monday claims the City of Tulsa and Tulsa Police Department misreported data when applying for a federal grant in 2009, and then misused federal grant money. The DOJ grant allowed the city to rehire 18 laid-off Tulsa police officers in 2009. The citys grant application and eventual handling of grant funds is what drew questions from the DOJ. Cops is the DOJs Office of Community oriented policing services. In 2009, the office awarded police departments around the country funds to hire full-time officers as part of a hiring recovery program. Tulsas application brought in more than $3.5 million used to re-hire the 18 TPD officers. The DOJs audit claims the City of Tulsa misreported parts of TPDs operating budget on its application. It also finds the city was inappropriately awarded nearly a quarter million dollars in grant funds and used a portion of those funds, after reporting duplicated vacation and sick leave expenses for the 18 rehired officers. The DOJ audit reports this did not affect the city receiving the grant, but it did not follow all of the grants guidelines. In the audit the City of Tulsa responds, claiming it will be returning and releasing the nearly quarter of a million dollars in misused and awarded funds and will insure consistency and accuracy in future DOJ applications. In a statement Monday, TPD officials said, The Police Department is studying the grant report, particularly as it pertains to grant application and administration. The department will implement procedures to meet each of the audit’s recommendations.”
