B Cayenne Bird shared While Jerry Brown wrote and passed the original determinate sentencing laws that overcrowded the prisons, it was Republican Pete Wilson assisted by Dan Lungren who took the inmates from 20,000 to 150,000 in a few short years for the purpose of bringing revenue to the State via budgets and slave labor. Here is one that I wrote in the year 2000 for the Los Angeles Times. We did our jobs to alert everyone of the situation.
