BACKDOOR TENDER PROCESS OF BISHNUPUR-NUNGBA ROAD IT MAY BE AN ANOTHER MULTI CRORE SCAM IN MANIPUR AFTER MULTI CRORE LOKTAK SCAM Imphal: 6th October, 2013 People of Manipur love to revive the Heritage Route called Tongjei Maril, which connects IMPHAL, the capital of Manipur with the outside world. According to the demand of the people of Manipur to reconstruct/improve this historic route, the proposal has been approved under the project Bishnupur-Nungba Road and a sanction of a sum of amount Rs. 108,80,03,293/- (Rupees hundred and eight core eighty lacs three thousand two hundred ninety three) from North Eastern Council (NEC), Shillong has been made. Now the PWD, Government of Manipur is trying to implement the project through backdoor tactics just beginning from the process of tendering violating the norms of the CPWD. Government of India. The tender was first advertised on 22nd June, 2013 in a local daily "Naharolgee Thoudang" but suddenly the tender was postponed without any reason. However, surprisingly, a web page called tendertiger an Ahmedabad based agency published the tender in the website on the 10th October, 2013 with last date of receiving tender form on the 7th October, 2013. As per norms, the advertisement of the tender shall be published, in at least in two most widely circulated A-Class category of local newspapers. Violating the norm the DIPR, government of Manipur published the tender notice in two local newspapers from Jiribam and Churachandpur. There is no record on the publication of tender notice from any of the popular and most widely circulated daily local newspapers. This kind of manipulative practices and involvement of the DIPR is very unfortunate. Similarly, the state owned Vigilance Department which is remaining unaware of the scandalous project. The authorized official like Superintendant Engineer and Executive Engineer concerned, are hibernating and not responding to any of the queries and issues of tender forms etc. This kind of conspiracy has been highlighted in one of the local dailies on the 4th October, 2013. Such illegal practices occurred while Multi Crore Loktak Phumdi clearance tender was awarded, and it became another Multi Crore Scam in the State. As a result the Loktak Lake Phumdi clearance work has been ceased. The credential of the State is lost and the loser are general public ultimately. It is high time to teach a good lesson to those persons and officials by the people of Manipur so that in future such kind of dirty practices may not repeat. So, that the image of the State and development of the State should not be compromised in any case in the hand of vested interest individuals. Such irregularities in the tendering process for award of work are becoming routine culture of Congress Govt. in the State. It may be mentioned that the Center has sanctioned good number of Multi Crore projects for development of the Manipur State in the recent years, however the projects are not effectively implemented, not completed timely due to lack of transparency and accountability of the State Govt. agencies. BJP demands for transparency in the process of the tender of such important/historic work in the interest of the State and wishes to award in favor of any suitable agency who is fulfilled with requisite criteria as per norms of the CPWD. A retender of the said work may be necessitated in public interest and in case if there are irregularities in the said tender process, the matter will certainly be taken up seriously at the National Level and will be raised in the Parliament.
