A corporate body under Ministry of Civil Aviation & Tourism. An organization with independent executive & finance power. Mission Objective Regulation, oversight and control for flight safety. Air navigation services for safe, expeditious & efficient traffic flow. Aviation security infrastructure building for growth of air transportation. Function of CAAB CAAB is a multi-functional organization. It is primarily a regulatory body which is also airport operator and air navigation service provider. Major Function Its major function include ensuring flight safety, aerodrome safety, providing air navigation services, implementing aviation security, arranging for airport facilities. Besides, it also responsible for constructing aviation infrastructure and develop human resource. Function of Flight Safety Making of safety regulations to meet national requirements and international standards of ICAO. Enforcing of regulations and continued oversight. Accomplishing of bilateral air transport agreements. Registration of aircrafts. Certification and licensing for follows: Airworthiness Airline operators Personnel: pilots, crews, air traffic controllers, maintenance engineers Function Air Navigation Air Traffic Services. Communication, Navigation & Surveillance. Aeronautical Information Services. Search & Rescue. PANS OPS (Procedure for Air navigation Services & Operations). Mapping and Charting. Function of Airport Operation Aviation security, Fire & First Aid services, Facilitation and entertainment of passengers. Flight Information & Public Address. Co-ordination among various agencies. CAAB requires to maintain coordination with follows: International bodies like ICAO and aviation industry, Ministries of related affairs, Agencies like Immigrations, Customs, Banks, Air Lines, different Intelligence agencies, etc. that operates at the airports, Among internal divisions. DFSR coordinates among international bodies, attending international meetings and seminars. An inter-ministerial coordination body meets every 3 months. Each airport has a coordination body and meets every month. Internal coordination meeting once every month. Historical back ground 1948 Department of Civil Aviation (DCA) was formed. 1965 Airport Development Agency (ADA) was formed. 1971 DCA and ADA started functioning in independent Bangladesh. 1982 DCA and ADA merged to form CAAB. 1985 The present CAAB was formed dissolving the CAAB of 1982. Power of Authority CAAB is a body corporate vested with planning & executive powers regarding follows: administration Finance & budget operational management HR recruitment development The Government guides the Authority with directions in questions of policy. Composition of the Board CAAB is run by a Board. The Board consists of seven Members including the Chairman. The cumulative net profit : Tk. 1865 crore. Capital investment : Tk. 2247 crore. CAAB deposited Tk. 274.50 crore (Dec 2011) to the government exchequer. In order to commence flights to New York, USA by Bangladeshi airlines, up-gradation of Bangladesh from CAT II to CAT I by FAA has been undertaken by CAAB with full and utmost effort. CAAB is restructuring and expanding its organogram in order to comply with ICAO and FAA requirement. Future challenges Complete implementation of ICAO standards for aviation activities through national legislation and CAAB’s regulations. Implementation of CNS and ATM.
