BDP wants Parliament to resume without substantive Speaker The Botswana Democratic Party (BDP) and the Attorney General have proposed for the commencement of parliamentary business while awaiting the outcome of their appeal in the Standing Orders case. It is clear that the Speaker and Deputy Speaker could not be elected until the appeal is decided and Standing Orders 61 - 63 rely on the Speaker. The appeal case is ongoing at the Court of Appeal while there is another matter to be heard in which the ruling party has applied for stay of execution. They would would mostly likely resort to Standing Order 5.2(c) (if it hasnt changed from the March 2014 version): 5.2 The National Assembly shall be presided over by: (a) the Speaker; (b) in the absence of the Speaker, the Deputy Speaker; or (c) in the absence of the Speaker and the Deputy Speaker, such Member of the Assembly (not being the President or Vice- President or a Minister or Assistant Minister) as the Assembly may elect for that sitting. This means that a BDP backbencher or opposition MP would probably be elected somehow to preside over parliamentary business. Source: WeekendPost-Insightful
