BITANO: REQUIEM FOR A 35 YEAR OLD 20MVA WORKHORSE as posted by Albay Governor Joey Sarte Salceda Bitano sub station--Originally, wagner 20mva was bought from philreca 2nd hand in 1991 and commisioned at former cullat substation. 1. It was imported 12 years earlier or 1979. It was then transfered to bitano substation in year 2000 for the replacementOf damaged allis chalmer. 2. Since its installation, the 20 MVA Wagner power transformer has not gone into a major repair or rehabilitation only maintenance works such as correction of hotspots, injection of nitrogen and oil leak repairs and the latest of which is the maintenance done by Gigantic Electrical and Mechanical Contractors, Inc. (GEMCO) in July 2012. 3. The maintenance covered hot oil flushing of the core and winding, vacuum and filtering of oil, cleaning and painting works, re-gasketting, cleaning and re-aligning of gears and latching of the off-load tap-changer 4. Latest test report based on the testing conducted by GEMCO in July 2012 shows that the tests such as Insulation Resistance, Transformer Turns Ratio, Winding Resistance, Polarization Index Excitation and Dielectric Breakdown Voltage Tests were acceptable except for the Insulation Power Factor Test for the secondary bushing which did not meet the minimum passing criteria of the NGCP; 5. For it to be re-energized/connected to the grid, after the maintenance work of GEMCO, NGCP had ALECO submitted a waiver in the event that the 20 MVA becomes defective due to cause of low insulation of the secondary bushing; 6. For the past two (2) years, the 20 MVA power transformer is being loaded with 13.33 to 15.06 MVA. CONCLUSION: BITANO 20MVA IS DEAD. IT SUPPLIES ALMOST 5 FEEDERS IN THE 2D OR THE ENTIRE 2D. WE STORMED THE GATES OF MALACANAN TO PREEMPT A MORE DESPICABLE AND MALEFICENT SCENARIO. SOLUTIONS: 1. SECURE INTERCONNECTION WITH ELVI (Emba) - done as of yesterday lunch and now 100% as of last night. But it is 10MVA versus needed 20MVA 2. TWO NEW MVA WILL ARRIVE THIS MORNING IN LEGAZPI. Given the need for adjustments and alignments, it might take midnight of tomorrow to get them working reliably. 3. WE MIGHT HAVE TO ROTATE TABACO ALSO TODAY SO WE CAN GET ONE NEW 10MVA SINCE IT IS ALSO ON THE VERGE OF GIVING WAY. 4. AFTER THREE SLEEPLESS NIGHT, WE REMAIN EYES ON THE BALL, NOT EYES ELSEWHERE. IT IS EASY TO CURSE THE DARKNESS BUT SOMEONE HAS TO LIGHT THE CANDLE. 5. WE EVEN SENT CAPITOL EMPLOYEES HOME RIGHT AFTER LUNCH, TO REDUCE THE LOAD AND TO SHIFT OUR GENERATORS TO JOLLIBEE ALBAY. 6.
