*BLACK HISTORY FACT* The Second Confiscation Act was approved by Congress on this date in 1861. The Confiscation Acts were a series of laws passed by the federal government during the American Civil War designed to liberate slaves in the seceded states. The second Confiscation Act was virtually an emancipation proclamation. It stated that slaves of civilian and military Confederate officials “shall be forever free,” but it was enforceable only in areas of the South occupied by the Union Army. President Abraham Lincoln was concerned about the effect of an antislavery measure on the border statesand urged these states to begin gradual compensated emancipation.
