BME Updates (3/7/14) – part 1 The Orientation Cum Workshop of Private Madaris on DepED’s Policies and Guidelines regarding Financial Assistance to Private Madrasah as an incentive to adopt standard Madrasah Curriculum was successfully held in Cagayan De Oro on March 3 – 6, 2014, ALHAMDULILLAH! It was attended by more or less 170 pilot madaris owners and heads/administrators coming from 98 pilot madaris in the different regions of the country such as Regions IV - B, IX, X, XI, XII, NCR and ARMM, respectively, of which 77 are from the Autonomous Region in Muslim Mindanao. It was sponsored by the Office of Madrasah Education (OME), DepEd Central with fund support from Philippines’ Response to Indigenous Peoples’ and Muslim Education (PRIME) in coordination with the Bureau of Madaris Education (BME), DepEd - ARMM. The activity aims to: 1) Enhance knowledge and application of the provisions of DepEd Order No. 81, s. 2007 (Assistance to Private Madrasah: An Incentive to adopt the Standard Curriculum as Authorized under DepEd Order No. 51, s. 2004 and Total Mainstreaming of Madrasah Education as a Component of the National System of Basic Education) and DepEd Order No. 18, s. 2008 (Implementing Guidelines for DepEd Order No. 81, s, 2007 re Financial Assistance to Private Madaris); 2) Identify Issues and concerns re Implementation of DepEd Order No. 18, s. 2008; 3) Formulate doable recommendations to resolve identified issues and concerns; and 4) Discuss action points to access support as provided for by DepEd Order No. 18, s. 2008, among others. DepEd Order 81, s. 2007 and DepEd Order 18, s. 2008 was thoroughly discussed by Dr. Estrella Abid-Babano, CESO III and Dr. Amy U. Malbon, CESO IV, also discussed the Madrasah Improvement Plan (MIP) clearly. While Dr. Josefina Lacuna, Office of Madrasah Education’s OIC and Usec. Alzad T. Sattar of BME, DepEd –ARMM discussed matters related to ocular inspection. Dr. Babano proposed that the said DepEd Orders need to be revisit to suit the needs of the time and this could be one of the outputs of the activity. Dr. Malbun, on her part, emphasized the importance of the MIP and how it contributes to the development of pilot madrasah in the Philippines. Dr. Lacuna discussed one by one the three (3) most important things that need to be checked during validation such as: a) Physical structure of the madrasah, e.g. rooms, library, office, comfort room, etc.; b) Curriculum, e.g. Restructured Basic Education (RBEC) and Islamic Studies and Arabic Language (ISAL) in accordance with the K-12 Program; and c) Financial matters such as Madrasah’s Bank Profile and Tuition Fee and Financial Management System, respectively. For the kindergarten, pilot madaris are using the Tahderiyyah Curriculum developed by the Bangsamoro Development Agency (BDA) with funding support from the AUS – AID. DepEd and BDA entered into a Memorandum of Agreement on the guidelines on the use of Tahderiyyah curriculum. On the other hand, Usec. Sattar, presented the Guidelines and Standard Arrangement of the Documents for the Application of Permit to Operate (PTO). It has been observed, there was no standard procedure of the documents before in the bureau and the result was, every madrasah has their own style. As such, there was no uniformity of the procedure. At present, however, a standard has been set to ensure orderliness and uniformity of the documents, e.g. PTO, diploma, card, and other related documents. Other personalities were also invited to give update on their madrasah programs such as Mr. Lakim Tapa of the National Commission on Muslim Filipinos (NCMF) and Mr. Regan Dagadas, Senior Program Officer of the AUS – AID. Mr. Tapa updated the participants on their conducted activities and support to traditional / weekend madrasah specifically. Mr. Dagadas, presented the various aids undertaken by the Australian Government thru AUS AID program to help Madrasah education prosper in the country.
