BMO Mandi Failed ti provide info under RTI, CWA seek stern Action against THE REGIONAL VOICE POONCH: Taking strong note on the indifferent attitude of Block Medical Officer mandi, Dr. Gulam Ahmed Malik for not providing information under RTI, Consumer Welfare Association on Wednesday held an emergency meeting at Mandi and demanded action against BMO. The meeting was presided over by Mr Abdul Qayoom Bajar Convener of CWA. Rayaz Atish, Zahir Abass, Zaffer Iqbal, Mohd Hanief members besides Abdul Hamid Distt. Secretary and locals participated the meeting. The members showed resentment of the attitude of Block Medical Officer Mandi for not providing required information according to the Performa provided under RTI-Act 2009. Abdul Hamid, Distt. Secretary CWA had applied to the said BMO about various expenditures incurred under National Rural Health Mission (NRHM) base flexible and mission flexible. This was done on the complaints of the locals that the said BMO is misusing the Govt. funds and has not provided basic facilities under NRHM to the rural poor people living below poverty line viz under JSSK scheme free transport facilities , nutrition and medicines besides incentives to the pregnant mothers and ASHAs workers has not been provided to all. Also the said BMO showed the fake home / institutional deliveries. JSY scheme is also not implemented according to the guidelines. The misusing the funds allocated to each ‘Rogi Kalayan Samiti’ (RKS) and village Health Sanitation & Nutrition Committees. It was also highlighted by the public that the composition of body of the Sub Centre level committees, RKS at PHC and CHC level has not been framed deliberately by the concerned BMO as per guidelines issued by the Govt. for the purpose by misusing the powers of his chair and has not given due representation to community based organization, Panchyat Raj Institution in these committees as per Govt. guidelines and Govt. order no. 1126-GAD of 2011 dated 22-9-11. And in the mode of selection of ASHAs, embezzlement in incentives & mobile charges to most of the ASHA workers was also highlighted by the peoples’ misusing the government fuel and Ambulance/Supervisory Vans by the concerned Officer for personal use from Mandi to Surankote at his residence. For such a type of complaint by the locals C W A sought required information under RTI Act 2009 on 18th of March 2013 through Chief Medical Officer Poonch vide No. CWAP/RTI/01 dated 13-03-2013 -alongwith Treasury Challan no.41/0070 of Rs.50/- . The Chief Medical Officer Poonch vide his office letter no. CMOP/125 dated 08-04-2013 directed us to deposit further fees @ of Rs 2 per copy for 77 pages, which has been deposited as desired by CMO Poonch. And the concerned BMO sent the required information through CMO Poonch vide no.BMO/M/254 dated 1/4/2013 received by CMO Poonch vide his no provided deliberately/has knowingly given incorrect/misleading and has not provided the required information. For which Consumer welfare Association submitted Ist Appeal under the J&K Right to information Act 2009 on Form - 5 under the act on 14-04-2013 through CMO Poonch for which no reply has been provided by the concerned officer till date. It was also disclosed by Sh Rayaz Atish & Zahir Abass that they have also applied the required information under RTI to concerned BMO through CMO Poonch on 18-04 -2013. After lapse of more than one month till date no response has been received from the concerned officer.
