BREAKFAST NEWS WITH ORANGE Kampala metropolitan police commander Andrew Felix Kaweesi has issued a directive to police to adopt a new system of carrying out investigations into a reported case before arresting suspects in order to decongest cells that are currently filled with suspects who have not been tried. Kaweesa says that under this new system, all those who have committed minor offences will be subjected to community service in order to reduce on the case backlog in courts so that judges can concentrate on dispensing justices for bigger and complex cases. The judiciary is currently overwhelmed by a heavy backlog of cases on its table amidst challenges of lack of judges as it continues to operate without a substantial chief justice. Government needs over one billion shillings to stock rabies vaccines.
