BREAKING: #Blizzard Public transportation in New York will shut down and only emergency vehicles will be allowed on the roads in 13 counties -- and on the streets of New York City -- as of 11 p.m., said Gov. Andrew Cuomo. The governors of Connecticut and Massachusetts also put travel bans in place ahead of what officials say is a blizzard of historic proportions. NJ Transit said its last trains and buses will leave their points of origin at 8 p.m.
