BRIEF HISTORY OF THE COMPANY The federal government selected some states for special intervention by the UNICEF on programmers’ of education, health, nutrition and water supply. Oyo state is one of the selected states for these UNICEF programs. The program for water supply is under UNICEF Assisted water and sanitation (RUWASSA) project. The RUWASSA project commenced with the software components (community mobilization/hygiene education, sanitation etc.) in 1992 in the ministry of health and later moved to the governor’s office. The hardware components are geophysical survey, drilling operation, platform construction, pump installation, latrine construction. Drilling operation commenced on 23rd February, 1993. OBJECTIVES OF OYO RUWASSA PROJECT The objectives of RUWASSA project are as follows: To increase access to potable water supply by provision of boreholes with durable hand pumps and eventually eradicate fecal and water related diseases in our rural communities. To improve standard of living and increase productivity in rural areas. To increase access to proper waste disposal through promotion, construction use and maintenance of low cost sanplat (sanitation platform) latrines. To promote behavioral changes with respect to water, personal hygiene and efficient means of excreta disposal and To enable participating communities to operates and maintain their own installation through specially designed training and cost recovery schemes. MODE OF OPERATION The state RUWASSAN projects which are within the ambit of the executive governor and under the supervision of the secretary to the state government have six functional units. The units are: PLANNING,MONITORING AND EVALUATION UNIT This unit is responsible for the following: Pre- intervention survey/data collection on population served including sources of water supply and sanitation facilities. Chemical and bacteriological analysis of all water points: Computerization of drilling operations and latrine construction(Rig Information Management System –RIMS and sanitation information management system-SIMS) GPS/GIS (Global Positioning system/Geographic Information System) Mapping of all the the boreholes/latrines constructed by RUWASSAN project. 2) COMMUNITY MOBILISATION/HYGIENE EDUCATION UNIT The unit is involved in the mobilization and enlightment of communities on RUWASSAN activities so as to reduce the government owned syndrome thereby, having sustainable programme. Furthermore, the unit also encourages maintenance culture for infrastructures provided by the RUWASSAN project. Traning of Local Government Personnel/Communities In Hygiene Education And Eradication Of Guineaworm Disease. 3) SANITATION UNIT The unit is responsible for the construction of communal/VIP/sanplat latrines: Establishment of manufacturing of slab centres(Sani-centres), precast slab etc. Training of community artisans in the construction of latrines and waste management. 4) WATER SUPPLY The unit is involved in the following: Reconnaissance and geophysical survey of proposed water points: Borehole drilling operation Platform construction Handpump /submersible pump installation. The unit also gives technical assistance to local governments and communities in the areas of borehole rehabilitation and maintenance, alternative to boreholes e.g. construction of hand-dug wells, spring development, surface water impoundment, development of rain harvesting systems. 5) WORKSHOP (a) The unit does the maintenance of heavy and light equipment: (b) Installation of workshop equipment, (c) Repair and maintenance of handpumps and (d) Fabrication of spare parts by the use of lathe machine and other complementary machines. 6) ADMINISTRATION, FINANCE AND STORE ADMINISTRATION This unit is responsible for the general administration of the project, liaises with the UNICEF,UNDP.GLOBAL 2000,NGOs, Local governments for the implementation of RUWASSAN programme, Collaborates with other Water Agencies/State Water Corporation/Department Of Rural Development etc so as to avoid duplication of efforts, Liaises with the State Guineaworm Eradication Task Force in the eradication of guineaworm disease in the state. Ensure prudent financial and material management of the state RUWASSAN project. FINANCE Financing of RUWASSA project is a joint effort of UNICEF, State Government and Local Governments and participating communities. The Unicef provides the heavy/light equipment (Rigs,Compressor, vehicles, workshop machine, workshop tools, handpump maintenance kits. Handpump tools box, motor cycles, bicycle,information, handpumps, communication-IEC materials, computer and accessories, geophysical survey equipment, laboratory chemicals etc) The state government is responsible for providing drilling materials (casings, drilling chemicals, lubricants, button bits hammers and other ancillary tools, laboratory chemicals etc) handpumps, payment of staff salaries, maintenances and repair of all equipments. While the local Government of intervention is responsible for provision of some drilling materials(casings, diesel,cement,sand,gravel,iron rods, water for drilling operation where necessary etc) staff accomodation and field allowance. The participating communities on their own are responsible for the operation and maintenance are well as the provision of security for the facilities provided to prevent vandalisation. STORE This unit is in charge of keeping all the materials that are provided by UNICEF, state government and the local government. The materials are been released when there is need for it. LINKAGES Inter-sectoral Linkages, the state Ruwassa project collaborates with health, education, agriculture sectors in the implementation of rural water supply and environmental sanitation activities. The state Ruwassa project collaborates with the state ministry Health in the eradication of guineaworn, hygiene promotion and health education are major software components of Ruwassa activities. Provision of ruwassa facilities in primary schools through the assistance of Unicef under the child friendly school initiative (CFSI) is an on-going project in the state. Environmental health clubs have been established in some primary schools in the state. The state ruwassa project works with extension services of the state ministry of agriculture in the nobilisation of communities for ruwassa activities. Collaboration with UNDP and GLOBAL 2000-The State RUWASSA project is in working collaboration UNDPin the eradication of guineaworm through provision of boreholes in guineaworm endemic communities and construction of sanplat latrines in rural communities . GLOBAL 2000 provides data on status of guineaworm cases in the state. Collaboration with NGOs and CBOs- NGOs and CBOs assist in the implementation or RUWASSA project activities through mobilization of communities. TRAINING The UNICEF has played a major role in the capacity building of the RUWASSA project staff, the staff of relevant State Government Agency, Local Government personnel, NGOs, CBOs Mother’s Club, Communities/Religous/Traditional Leaders, Woman groups etc. The various training programmes have positively enhanced behavioural changes with respect to water use, sanitation practices and sustainability of RUWASSA facilities. OTHER DONOR: GOVERNMENT OF JAPAN The State Government under the present Administration requested for the assistance of the Government of Japan in the provision of boreholes to guineaworm endemic communities of the state. This is a view to complementing the effort of the State Government and the UNICEF in the eradication of guineaworm disease in the state. Sequel to this request, the government of Japan has agreed to assist the State government in the construction of one hundred boreholes in the guineaworm endemic communities as well as provision of drilling equipment, ancillary tools, vehicles and other essential drilling materials under the Japanese grant aid programme for rural \water supply and sanitation project. The basic design study team started socio economic and geophysical surveys in communities in September, 2001. The procedure for the implementation of the grant aid has reached an advanced stage and the delivery of the hardware components is expected to commence in April, 2003. In addition, the government of japan international cooperation agency (JICA) is responsible for training of key officers for implementation of the rural water supply and sanitation programme under the grant aid. Award for The Highest Level of Funding and Intervention in Guineaworn Villages Award received 5th Feastsary, 1998 at the Annual National Review Meeting at the Premier Hotel Ibadan, Oyo State.
