BUDGET FOR 2012-13 (No Hope In Odd Hours) The present PPP Govt.assumed power in 2008 with a message "Democracy is the best revenge"propounded by the martyred Benazir Bhutto,the Chairperson of PPP under the agreement between the ex army chief and the leader of the Muslim League (N), Mr Nawaz Sharif but unfortunately due to terrorists activities bad law and order situation created by the ex army chief,national disasters like earth quacks,floods and rains,the economic conditions deteriorated and the nation faced turmoil in every walk of life consequently these adverse situations played havoc for the poor people of Pakistan in creating cheotic circumstances in the country. Taking advantage of such situations,the opposition parties played the role of revenge and created nuissance through mostly all T V channels and other sources of media of the country which can be termed as taking revenge from the Govt.brought through general elections on account of the reconciliation policies of the PPP which suffered tremendous adverse and tragic situations due to the above stated economic and political upheavals and mishapes.It appears that the opposition parties were behind the spirit of Reconciliation policy and want to take revenge from the PPP Govt.of their efforts and struggles,sacrifices and sufferings to run the affairs of the nation in a very befitting manner.the opposition did not leave any stone unturned and put the whole Govt.of the time in very tight position which proved unprogressive and undemocratic for the whole nation to face sky high prices,poverty and uneployment etc.In very disappointed and dejected situations,the Budget for the coming year became very much difficult to be framed and presented in the national assembly. Atlast,on the 1st June 2012,it was however presented by the energetic and pragmatic Finance Minister under the able guidance and supervision of the Prime Minister,Syed Yusuf Raza Gilani with new expectations and future ambitions.The total budget is for Rs 29 trillion with attractive Relief Provding policies for all the strata of the nation like Govt.Servants,tradesmen,businessmen etc.We therefore congratulate all the political,economic officials and workers for the preparation and presentation of the budget and equally hope for the future years to overcome all the difficulties, sufferings and hardships.The salient features of the budget are1-The total outlay of budget is Rs 3,203 billion.It is 15.8% higher than the size of budget estimates 2011-12. 2-The resource availablity during 2012-13 has been estimated at Rs 2,719 billion against Rs 2,463 billion in the budget estimates of 2011-12. 3-The revenue receipts (net) for 2012-13 have been estimated at Rs 1,775 billion indicating an increase of 16.1% over the budget estimates of 2011-12. 4-The provincial share in federal revenue receipts is estimated at Rs1,459 billion during 2012-13 which is 21.2% higher than the budget estimates for 2011-12. 5-The net capital receipts for 2012-13 have been estimated at Rs 478 billion against the budget estimates of Rs 396 billion in 2011-12 showing an increase of 20.8%. 6-The external receipts in 2012-13 are estimated at Rs 387 billion showing a decrease of 6.5% over the budget estimates for 2011-12. 7-The overall expenditure during 2012-13 has been estimated at Rs 3,203 billion of which the current expenditure is Rs 2,612 billion and the development expenditure is Rs 591 billion.The current expenditure has been estimated to be lower than the revised estimates for 2011-12 around 1%,while development expenditure will increase by 23.7% in 2012-13 over the revised estimates of 2011-12. 8-The share of current expenditure in total outlay for 2012-13 is 81.6% as compared to 84.6% in revised estimates for 2011-12.The expenditure on General Public Services is estimated at Rs 1,877 billion which is 71.9% of the current expenditure. 9-The size of Public Sector Development Progrogramm(PSDP) for 2012-13 is Rs 873 billion.Out of this amount,Rs 513 billion have been allocated to Federal Ministries/ Divisions,Special Programmes,Earthquake RECONSTRUCTION and Rehablitation Authority(ERRA).
