BWD execs among highest paid government officials by Harley F. Palangchao Three general managers of water districts in the Cordillera are among the highest paid government officials in the region in 2013 with the head of the Baguio Water District (BWD) topping them with P2,240,896.63 pay. The tabulated basic salaries, bonuses, incentives and other allowances received by government officials, to include general managers of water utilities and state-run colleges in the Cordillera, were contained in the 1,030-page report submitted by Commission on Audit Commissioner Heidi Mendoza to President Benigno Aquino III last April 30. Based on the report, BWD General Manager Salvador Royeca is the highest paid government official, so far, in the region last year. From the total pay check, Royeca’s basic annual salary was pegged at P781,457 with personnel economic relief allowance (PERA) and honorarium of P62,500; bonus/incentives/benefits of P855,200; and allowances of P523,264.91. He has no discretionary fund. Another ranking BWD official, Ma. Luisa Tenedero, was paid P1,787,782.10. The tabulated amount for Royeca was higher than the annual pay of some Cabinet members such as Department of Budget and Management Sec. Florencio Abad whose 2013 pay was pegged at P2,018,075.00. Other cabinet secretaries received lower than P2 million last year. From the roster of 8,190, who are officials of 966 government agencies or instrumentalities that were listed in the Report on Salaries and Allowances (ROSA) for fiscal year 2013 and who were ranked from highest to lowest paid government officials, Royeca placed 342th. Government Service Insurance System President and General Manager Robert G. Vergara is the highest paid government official for 2013 with P12.09M take-home pay. Metro Bangued Water District (Abra) General Manager Leonida Balbin was paid P1,520,812.97 in 2013. Balbin has a basic salary of P751,752 while her honorarium, PERA, and AdCom was pegged at P24,000. Her bonus, incentive, and benefits totaled P169,492. Her discretionary fund is P128,551. La Trinidad Water District (Benguet) General Manager Oliver Tauli was paid P1,243,462.11 in 2013 or almost equivalent to the payments received by three of four department managers of BWD. John Hay Management Corp. President Jamie Eloise Agbayani was paid P1,263,972. The other general managers of three water utility firms such as the Dolores Water District, Langangilang Water District, both in Abra, and Ifugao Water District were paid between P350,000 and P355,000 last year. Among presidents of state-run universities and colleges in the Cordillera, Benguet State University President Ben Ladilad is the highest paid with P1,788,348.76 followed by Ifugao State University President Serafin Ngohayon with P1,467,078.50 then Kalinga-Apayao State College President Eduardo Bagtang with P1,453,792. Abra State Institute of Science and Technology President Aurelio Labanen was paid P1,273,892 while Apayao State College President Nieves Dacyon had P1,235,848.01. Former Mountain Province State Polytechnic College president Eufemia Lam-en was paid P762,990.50, according to the COA report. COA is mandated to prepare reports on ROSA received by principal officers and members of governing boards of government controlled corporations/government financial institutions and their subsidiaries, including cabinet secretaries, undersecretaries and assistant secretaries, and other officials of equivalent rank of national government agencies. The same report will be submitted to the Office of the President and to Congress in line with the government’s bid for transparency on government transactions.
