Ba MUVI it is sad to note that nearly all sittings concerning public accounts at parliament have indicated that controlling officers in most Goverment institutions almost in all ministries and provinces have a problem with retiring imprest. its sad to hear that public funds that amounts in thousands and millions has been misused by civil servants and accountants, permanent secretaries and other controlling officers.They have just let this trend go on because every time they go to parliament they blame their juniors and ask for forgiveness. It is high time Goverment started to serious punish these offenders because it seems imprest has become a big business in the civil service. No wonder most of these civil servants can afford to build houses and lodges with money beyond their means. Goverment should fire controlling officers who lie to auditors and who fail to retire imprest. The parliamentary committees always deal with these things every year and nothing is being done about it. Civil Servants should learn not to abuse public funds they are a life line of all of us.
