Back in the bad old days in Tennessee when Democrats were in control, we issued drivers license to illegal aliens. Then motor voter kicked in and these non-citizens became registered voters. The only identification required to vote was the voter registration card. Poll workers could not ask for any other identification. Republicans are now in control for he first time since Reconstruction. We no longer issue drivers license to illegals and we require a photo ID to vote. But, I suspect the dead still vote Democrat in our larger cities.
