Back when the earth was new and the animals still talked to humans, the dogs became angery because men would make them work. The dogs had a pow-wow to decide which dog should speak for them. They needed a dog that could really make men understand the unfairness of them hunting and hauling things. Many said the sheperds should speak, many said another and they argued back and forth until a loud howl made them all sit quietly. A dog spoke up that the dog that smelled the best beneath his tail should be the spokes-dog. That is why they sniff each others butt when they meet. They are still searching for the one dog to speak to man. And that is why they no longer speak to us.
