Bashar ‘ready to make concessions’, names of Khatib, Tlass floated for leadership positions: report 09-12-2014: Bashar al-Assad is reportedly set to visit Russia after Christmas, with pro-regime newspaper Al Safir citing a regime source as stating that Assad will visit Moscow after Christmas and New Year for ground-breaking talks. According to the paper, the visit is intended to discuss several points in an initiative put forward by Tehran and Moscow to resolve the crisis in Syria. The regime insiders told Al Safir that, according to the initiative, “Assad would be willing to cede some of his powers, with dialogue [between the regime and opposition officials] taking place in Moscow then Damascus.” The source continued, “Contacts have already been made for dialogue and those [opposition parties] accepted by the Syrian regime for the talks are Moaz Al-Khatib, Hassan Abdel Azim and his group, Qadri Jamil and twelve Kurdish parties, as well as some Islamic groups on the ground who are unconnected with Daesh [the ISIS].” Further noting that the initiative does not include any talks with Jabhat al Nusra, the regime insider said that the points raised include the formation of a new interim government next April, to be chaired by Moaz Al Khatib and composed of mostly opposition figures, with the constitution to be amended and preparations announced for new parliamentary elections. Meanwhile, the regime military would be maintained, a point insisted on by the Russians, along with three of the regime’s main security agencies – the Air Force Intelligence Directorate, and the military and state security agencies. The source added that “there is no reason why the Minister of Interior should not be chosen from the opposition.” The source continued, “The initiative also includes some Free Syrian Army officers though no individuals have yet been selected, with the front-runners for the Ministry of Defence leadership including Manaf Al-Tlass.” Al-Khatib has denied on a number of occasions that he would accept working under any such terms with the Assad regime, saying that he has told the Russian leadership that Assad is the main problem in Syria and the obstacle to finding a solution to the crisis there.
