Basketball News Check Paragraph before the last CBC YOUTH CHAMPIONSHIPS: The CBC President confirmed that the CBC has not hosted a Youth Championship since 2008 in Antigua and Barbuda. This age old competition has been the basis for “selecting” the National Federations from the CBC to participate in Centro Basket competitions for the U16 and U17 Championships, in addition to the selection by the CBC from interested participants. On July 10th the President attended a meeting at the FIBA Americas headquarters with the FIBA Americas Sports Director. The FIBA Americas Secretary General, Alberto Garcia, emphasized that the purpose of the meeting was to discuss the FIBA mandate for all National Federations to participate in all age categories of competitions for males and females. Alberto stated that this mandate must be carried out by all of the Zones of FIBA and the CBC must implement the Youth Championships in 2014. The President informed the Executive that he had again sent out the CBC Hosting Requirements following the 2013 Annual General Congress to the Aruba Basketball Bond, as they had stated their interest to host the Youth Championships in 2013. The Aruba Basketball Bond did eventually indicate that the expected funding from their Government would not be available. Likewise, an interest was also expressed by the Dominican Republic, through the FIBA Americas Sports Director, but that also did not materialize. Given the FIBA mandate, and the lack of a CBC Youth competition since 2008, the July 10th meeting focused on a competition format for the CBC. The following proposal was discussed at the CBC Executive meeting: PROPOSED COMPETITION FORMAT FOR U15/U16 CHAMPIONSHIPS: DIVISION A: EIGHT (8) TEAMS 1. Bahamas 2. Barbados 3. British Virgin Islands 4. Cuba 5. Dominican Republic 6. Jamaica 7. Puerto Rico 8. Virgin Islands** DIVISION B: FOURTEEN (14) TEAMS IN THREE (3) BRACKETS LEEWARD ISLANDS BRACKET 1. Antigua and Barbuda 2. Bermuda 3. Cayman Islands** 4. Haiti 5. St. Kitts and Nevis 6. Turks and Caicos WINDWARD ISLANDS BRACKET 1. Dominica 2. Grenada 3. St. Lucia** 4. St. Vincent and the Grenadines SOUTHERN BRACKET 1. Aruba** 2. Guyana 3. Suriname 4. Trinidad and Tobago **Proposed Host - Montserrat is the only National Federation not listed in this proposed format Anibal Garcia informed the Executive Committee that the matter of the FIBA mandate was discussed at the last CONCENCABA meeting proposing a new competition format for Youth Championships. The CBC Federations would be divided into two divisions, as outlined above, Division A includes National Federations based on their past participation and performance at the Centro Basket and FIBA Americas level, in addition to consideration of these teams FIBA ranking. Division B includes all of the remaining CBC National Federations, with the exception of Montserrat. In Division A, each one of the eight National Federations must host the CBC Youth Championship over the eight-year cycle beginning in 2014 with a U15 Male and Female Championship, followed by a U17 Championship in 2015. After much discussion, it was agreed that Division B would be divided into the three Brackets outlined above, specifically, the Leeward Islands Bracket, the Windward Islands Bracket, and the Southern Bracket. The competition format for the Division B teams will become mandatory in 2015, and all National Federations must participate in these competitions or be removed from FIBA. Division B would have to put a competition format into place that would provide for competition within each of the three brackets, or clearly stated, in Division B, the Brackets must implement qualifying competitions for the 2015 Youth Championships. This competition format for both Division A and Division B would lead to a 2015 CBC Youth Championship with at least 10 teams participating, and at least three teams qualifying from Division B for the 2015 competition, The CBC President indicated that he would pursue the Virgin Islands possibly hosting the 2014 Youth Men Championship, and requested of the CBC Executive members from Barbados and the Cayman Islands, to encourage their National Federation to host the Youth Women Championship.
