Bastardization of our country’s Check and Balance: Ang pagbaboy sa tatlong sangay ng pamahalaan I posted this before, but I am posting this again: our loyalty should be to the Philippines not to any government official or political family. We always think that a certain person, group or family could be the hero of our country. I even read a comment: “sana si Marcos na lang ulit ang ating presidente dahil mas maganda ang Pilipinas noon” --- but the one who posted this is younger than me. Hello! I was born 1984… I never experienced Marcos regime as a mature person! In whatever side we are in, whether pro or anti- Aquino impeachment, always remember that we should act not against Aquino per se but act for the betterment of the country (later na lang ang personal attacks, isipin muna natin ang Pilipinas). If you want the President to be ousted, then pursue it --- but don’t stop there. Answer the question: “then what?”! Can you offer better alternatives? If not then we will be in a cycle of elect, people power, oust! Ousting a president is “ouch” for the country --- painful for the society and even painful for the economy. Doing this again and again becomes meaningless. I believe that what today’s administration is mostly doing is originally intended for the good. They want a successful outcome that would probably help the Filipino people. BUT, such outcomes are sometimes planned to be obtained using unorthodox means. This ways can be interpreted as legal but are totally immoral. Remember what is legal may not necessarily be acceptably moral. For example, they want to impeach Corona but they bribed the Senators. The impeachment procedure is legal but bribery is immoral! The administration wants ”tuwid na daan”, but they are the ones always getting off-road --- you answer this question: “does end justifies the means?”. I attended PCARI meetings before (if you don’t know PCARI, just search it from the net). The intention is “very beautiful” --- to elevate science and technology in the Philippines so that our scientists will have a home in our country. But, the funds for this billion peso program seem to be rushed and acquired using the loopholes of the rules of the government. If this administration really wants “tuwid na daan”, then whatever goals they want, the ways should still be at the “tuwid na daan”. LOOPHOLES IN THE LAWS AND RULES: Yes, many of our government officials know these loopholes (actually, they are experts), and they maximize the use of this loopholes to make what they do as superficially legal. Even lawmakers are experts in maximizing the loopholes. Why Philippines has too many laws yet there are still loopholes? DAHIL MGA PASAWAY ANG MARAMING PILIPINO KAYA KAILANGAN NG MARAMING BATAS! PERO KAHIT MARAMI NANG BATAS EH MARAMI PA RING TUSO NA MAGALING MAGHANAP NG BUTAS. Misan nakakasakal ang maraming batas, it hampers efficient and effective government processes. Pero, no choice. Dito magaling ang maraming administration (hindi lang ngayon). Maximizing the loopholes. Remember Arroyo was questioned regarding Malampaya funds --- but she answered: we based it from a law from Marcos era. See!!!! Maximizing loopholes!!! Well, medyo mahirap ang lagay na ito that is why the last resort is the Supreme Court. BUT we know there are also corrupt practices in the Supreme Court (see book by Marites Vitug, Shadow of Doubt: Probing the Supreme Court). Patronage politics (but I prefer to call it bribery) and maximizing loopholes became tradition in the government. It is a challenge for us to eliminate this tradition! That is why no to pork barrel! Many say pork barrel is good because it gives money to those that are not in the official budget --- Hello!!! Kung magaling lang kayong magplano at mag-isa-isa ng budget, eh di hindi na kailangan ng pork barrel… huwag mabilisin ang budget hearing, tutukan ang detalye! Mahilig kasi tayo sa shortcut --- easy money! Yes, we need funds for emergency purposes --- but these pork barrel funds are not really used for emergency purposes. Ilaan ang pera sa tamang ahensya at hindi sa opisina ng isang opisyal. Now, here comes the FOI bill… Pag-asa ito ng bayan. Pero syempre, kapag naipasa ito magiging epektibo ang transparency act na ito kapag magiging mapang-matyag ang mga Pilipino. With this law, we can minimize corruption only when we are VIGILANT. So what is the root of all these mess? I think the root lies at the character of every Filipino. Marami ang pinalaking kapit sa patalim (in one end) and maluho (at the other end). Many pinoys want to become “artista”, want to be “sikat and mayaman” kahit anong gawin ay gagawin. If all Filipinos respect other people, are disciplined, and consider honor and dignity as precious possessions (more precious than money and fame), then there will be no patronage politics and maximizing loopholes. We need to cut this cycle of poverty, oppression and corruption --- kahit deeply rooted ito sa ating society, kahit naandyan na yan since 300 or 400 years ago. We should be FILIPINOS!!! (with capital letters and proud). Wait sino nga ba ang FILIPINO? Hindi ba FILIPINO ang may mga apelyidong Lim, Chan, Sy, etc.? I think FILIPINONG FILIPINO sila… Ako Fajardo ang middle name ko --- that’s from Spain! But I am a FILIPINO. Well, there’s a definition who’s FILIPINO --- nasa constitution yan. Kahit anong apelyido mo, kahit foreign surname man yan (like Young), FILIPINO pa rin tayo. Nasa puso at diwa. Kaya ito ang hamon ko sa lahat ng FILIPINO --- let’s help the country to be a great nation!!!
