Bayanko.org.ph - The new voice in the Philippines - Peoples Power Far too long the people in the Philippines have been deceived by elections and politicians promising so much to the people but never achieving any of their promises effectively. In 60 years this bad political culture developed negatively with politician’s greed that took advantage of their government position and through conniving ways, like misappropriation of government funds and resources, the peoples fund, to benefit themselves selfishly. Whether before, during or after the martial law, corruption have been embedded in our political scene with no conscious thoughts towards majority of the people in the Philippines and even showing no respect for the welfare of the natural resources of the country. Millions was not enough. They have to have more beyond their extravagant spending needs of a lifetime and to maintain the momentum it even became a continued family affair to get into politics to further monopolize hold of government funds and resources. Enough is enough. The Philippine people are not idiots as politician thinks. The people now have decided through Bayanko.org.ph, it is time to rid of these political vultures and take matters into a proper democratic process of terminating the whole machinery of government and replacing it with a temporary Transitional Council that includes producing a new constitution written for the people in the Philippines, by a respectable and experienced professional Filipinos and comprising of a new up-to-date machinery of government policies and procedures completely guided by the new constitution. It will be the Transitional Council that will jointly define a caretaker leader and legislative needed staff during this transitional process. This whole process is all achievable peacefully through the support and mandate that the people of the Philippines will formally affirm their support through what the democratic process allows. This can be via signed petition or a special referendum vote. It is a peaceful revolution to regain proper governance in the Philippines. The people of the Philippines is more powerful than the President of the Philippines or the President of the Senate or the head of Congress or even with all of them combined the government is owned by the people of the Philippines. Let us not forget that. Just visualize possible changes that can occur through a new constitution and the reconstruction of the complete machinery of government. Here are some highlights of the following changes that can occur; (Note: All of this have worked in other countries governing process and not just simply an imaginary idea) • Possible introduction of Parliamentary system that makes voted politicians more accountable with complete code of discipline system. Leaders are voted and terminated by the voted politicians in Congress only. To be a leader you can be voted through democratic majority vote system by showing leadership quality normally based on the cabinet team you intend to have. Cabinet team must also be voted politicians that will be acting as Ministers of Department. Each department however will have a public service appointed Secretary employed by the minister and the public service board. • Graft and corruption strict and clear process of litigation with clear court directives avoiding legal debates. Automatic suspension when charges are filed for both Congress and public service with prompt litigation process to avoid interference in the functionality of governance. This might include a defined civil rights constitutional definition for Voted politicians and public servants to address their responsible position in government controlling their code of conduct and punishments. • Human Rights Equality towards every status in our community with equal employment opportunities, education and access to government services. (Rich, middle class or poor) Enhanced anti-discrimination laws. • Health priority to the needs of the people. Proper definition of indigent member of the community with free health coverage and health insurance for a defined period. Includes full coverage for cancer treatment and needs for dialysis. PCSO and Sin Tax to fund this. It also changes the policy of public hospital equipment like CT Scan, MRI, XRay, Angiogram 2 to 4d Echo, etc., to be solely owned by the government either by leasing or outright purchase. This allows the government to provide this service to the poor at more reasonable subsidized pricing. Public hospitals to manage complete patient costs not simply the hospital usage but includes any additional doctor’s fee (government regulated) to simplify people’s billing. Simplifies Social Welfare processing. • Regional autonomy through introduction of Federal States that comprises of clear administrative infrastructure between the National and the States functionality addressing Policing, Education, Labor laws, Healthcare, Social Welfare, Regional Development, Tourism, Infrastructure, Justice System, Energy Management, Agriculture Development, Sports and recreation, etc. All govern by strict constitutional laws with clear guidelines including administrative infrastructure common to all department organization including proper interface and organization with local government. Multi Culturalism to address tribal culture issues is a major part of this proposed Federation. • Private sector anti-monopoly laws for the supply of goods and services. Includes laws controlling price fixing agendas by suppliers. Consumer affair to dictate all consumer trading guidelines addressing the welfare of the buyer and the responsibilities of the suppliers. • Management of Environment and Natural Resources with safeguard to preservation of Philippine natural landscape. Preserving the natural forest with strict regulations will be a priority. • Complete review of the Public Service employment conditions based purely on true ability of productivity with periodical employment review. Termination of non-productive staff to be replaced by a massive availability of competent workers will be a new initiative to be undertaken. • More practical and subjective Armed Forces with clear national security role with complete practical resources. • The police forces will be armed accordingly to maintain law and order working under the Department of Justice and not as an individual entity. • Agricultural reform towards achievable and manageable policies that will address the farmer’s initiative with regulation towards distribution monopolies affecting farmer’s share of profitability. • Labor Laws defining minimum wages based on services and profession and controlling the use of agencies that restrict career opportunities for the workers. Minimum wage varies between skilled and unskilled workers including different profession. Companies not abiding correctly will be subject to substantial fines. • Media control regarding reporting and interviews concerning police activities during process of investigation and arrest will be with strict limitations to enable the police and courts with no external interference in performing their duties. This includes limitation in reportable issues subject to crime or court ruling allowing for the rights of individuals privacy for the court to manage the due process of law. As you can see this is all about the needs of the people that the government have to provide. It is not the government that dictates the rights of the people to expect reasonable quality of life but for the government to satisfy the complete needs of the people. bayanko.org.ph/
