Because a piece of paper with writing on it is totally what stops terrorist from terrorizing. Its not at all another ploy to create mass panic and fear in people so they wont mind at all when the government spends billions of dollars (that theyve taken away from schools, hospitals, and foreign aid) to send Australian special forces and jets on humanitarian missions to bomb the bejeesus out of civilian towns on the other side of the world, that may or may not host one or two terrorists.
