Being the lead car in a long line of cars on a single lane road with no passing lane driving 27 mph under the speed limit not only shows extreme inconsideration and pronounced lack of awareness of ones surroundings and environment, but seriously begins to call into question the competence of the driver behind the wheel and whether or not, such a motorist lacking in vital cognitive functions necessary for public road safety should be allowed to maintain their driving privileges.
