APPROVAL OF FIRE DEPARTMENT REIMBURSABLE SALARIES SUPPLEMENTAL APPROPRIATION Approve - a supplemental appropriation to increase the Fire Department’s appropriation for Fund 001-410. This will increase the budget appropriation for salaries and employee benefits in the Fire reimbursable response department from $57,892 to $552,688. The Administrative Services Director recommends approval of the $494,796 increase to Fund 001-410. Item 2.2. Fire Department Supplemental 4.1. CONSIDERATION AND ACCEPTANCE OF THE SOLID WASTE COLLECTION MANAGEMENT OPTIONS At its meeting of 8/6/13, the Council authorized the City Manager to retain the services of R3 Consulting Group to provide a review of options regarding the management of solid waste collection within the City. At this meeting, the Council will be provided with an overview of the results of the study. A summary report has been provided by R3 Consulting. (Report - Brian Nakamura, City Manager) Recommendation - The City Manager recommends that the Council provide direction and authorization to further evaluate and provide recommendations for solid waste franchising. Item 4.1. Solid Waste Management Options 4.2. BUDGET UPDATE Monthly Financial Report and Budget Monitoring Reports The Administrative Services Director will present the September Monthly Financial Report and Budget Monitoring Reports that were reviewed by the Finance Committee meeting of October 22, 2013. (Report - Chris Constantin, Administrative Services Director) Item 4.2. Monthly Financial Reports 4.3. CONSIDERATION OF INTRODUCTION OF AN ORDINANCE PROHIBITING SITTING ON THE SIDEWALKS IN COMMERCIAL AREAS A draft ordinance is being presented for the Council’s consideration which would prohibit sitting or lying on sidewalks adjacent to commercial properties between the hours of 7:00 a.m. and 11:00 p.m. (Report - Lori Barker, City Attorney) Recommendation - Consider introduction of the following ordinance by reading of its title only: ORDINANCE OF THE COUNCIL OF THE CITY OF CHICO ADDING SECTION 9.44.015 TO THE CHICO MUNICIPAL CODE PROHIBITING SITTING AND LYING ON SIDEWALKS IN SPECIFIED AREAS - Introductory Reading Item 4.3. Sit Lie 4.4. CONSIDERATION OF AUTHORIZATION TO PROCEED WITH INTERNAL PROMOTIONAL RECRUITMENT OF FIRE LIEUTENANT, IN ORDER TO FILL VACANT POSITION SUPPORTED WITH EXISTING FY 2013/14 BUDGET FUNDING The Council is being asked to consider authorizing staff to proceed with an internal promotional recruitment for a Fire Lieutenant, in order to fill a vacant position due to retirement. (Report - Chris Constantin, Administrative Services Director) Recommendation - The City Manager recommends authorization. Item 4.4. Fire Lieutenant Promotion 4.5. CONSIDERATION OF AUTHORIZATION TO PROCEED WITH EXTERNAL RECRUITMENT OF ANIMAL CARE ATTENDANT, IN ORDER TO FILL VACANT POSITION SUPPORTED WITH EXISTING FY 2013/14 BUDGET FUNDING The Council is being asked to consider authorizing staff to proceed with an external recruitment for Animal Care Attendant, in order to fill a vacant position due to a resignation. (Report - Chris Constantin, Administrative Services Director) Recommendation - The City Manager recommends authorization. Item 4.5.
