Senior Capacity Building Advisor, Kosovo Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking a Senior Capacity Building Advisor for an anticipated USAID-funded project in Kosovo. This project aims to increase competitiveness and employment in the private sector. Its purpose is to increase competitiveness in growth-ready sectors and facilitate inclusive private sector job-creation while also building the capacity of local organizations. Successful Candidate will: ■ Be the project’s direct link to building the capacity of the Kosovar local partner organizations and implementing partners ■ Be an experienced program manager and capacity development expert on USAID and other donor programs ■ Will identify, plan, and coordinate capacity building initiatives between The Cardno Team and local partners ■ Ensure local capacity development by coordinating across teams and integrating capacity development across every intervention and activity Key Responsibilities: ■ Evaluate local partner using the USAID Human and Institutional Capacity Development (HICD) framework ■ Implement Capacity Building Programs including process strengthening, formal training and human capacity development of local partners ■ Work on improving the operational and administrative development of local partners ■ Facilitate coordination of activities and resources between the Cardno Team and local partners Qualifications: ■ Significant experience developing organizational capacity in the private sector ■ Experience working on private sector competitiveness programs in Kosovo ■ Advanced degree in a relevant field ■ Experience with Human and Institutional Capacity Building (HICD) a plus ■ Country experience supporting implementation of Kosovo national and municipal level programs ■ 7+ years of experience in the technical area listed above ■ Ability to building team capacity, delegating working teams, and developing communities of learning among host country partners and counterparts ■ Strong verbal and written communication skills ■ Professional Fluency in English; fluency in Albanian; Serbian language skills preferred ■ Kosovar professional preferred Special Instructions: Interested candidate should submit their resume’s to: Carolyn.martin@cardno and Nicholas.demeter@cardno with the subject heading “Candidate Name – Senior Capacity Building Specialist” Cardno is a professional infrastructure and environmental services company, with specialist expertise in the development and improvement of physical and social infrastructure for communities around the world.
