Below is an emergency motion Im bringing to tonights council meeting in City Hall (starting 6:15pm) responding to the legislation due to be published and voted on this week in the Dáil empowering Councils to pursue water tax arrears from council tenants. I know its short notice but if there were council tenants picketing the meeting this evening that would be very good. That Council notes - the radically altered plans announced by the government to introduce the water charges over a longer period of time - that these changes are a response to the mass protest movement that is underway but is designed to overcome that same movement and achieve the governments core objective of fully metered bills on the basis of full cost recovery by 2019. - that among the changes announced new legislation is due to be published on Wednesday 3rd December providing for making local authorities responsible for the collection of the water charges arrears from council tenants by effectively adding the charge to the rent of non payers with the possibility of the resultant sanctions councils have to pursue rent arrears being used to collect the water charges. Council therefore resolves that - it will play no such role as a collector for Irish Water any more than it would for other utilities - it continues its support for the mobilisations and protests against the water charges that seek their complete abolition including the national Right2Water Assembly at the Dáil commencing 1pm Wednesday 10th December Councillor Michael OBrien
