Big Dog Fight over Hyderabad. Sonia decided to put contentious Article 371D of the Constitution that accorded special status for Andhra Pradesh, on the back burner to be addressed only after the state is bifurcated. Though the note on bifurcation circulated in the Union Cabinet is ambiguous on other contentious issues like the status of Hyderabad, it is amply clear that the Group of Ministers to be constituted to go into the details of the bifurcation “shall look into issues arising out of Presidential Order issued under Article 371D of the Constitution consequent to bifurcation”. Further, the note said “this provision (371D) needed to be suitably amended or repealed” based on the decision of the GoM “after formation of Telangana and residuary state of Andhra Pradesh”. With regard to the mode of administration in Hyderabad, which will serve as the joint capital of the two states, the note did not provide any clarity. It is almost certain that the Centre is in no mood to concede Union Territory status to the city for political reasons, but the GoM has to decide whether or not subjects such as law and order, and revenue will be under the Centre’s control . Official sources said that the ministry of home affairs suggested similar provisions the Centre but the political bosses wanted it to be left to the GoM to decide.
