Big emphasis on social stability at Chinas Third Plenum: farmers to be granted more rights over their property (all land in China is state-owned and so is often confiscated by officials and sold on to property developers, often causing protest). A new committee will also be established to combat social unrest (presumably in response to increased numbers of land protests as well as ethnic violence in Xinjiang).
