Bihar to introduce right to service bill Bihar chief minister Nitish Kumar today said his government will bring the bill during the budget session of the state legislature early next year to make the official machinery accountable for work. Bihar chief minister Nitish Kumar today said his government will bring the right to service bill during the budget session of the state legislature early next year to make the official machinery accountable for work. Responding to a question by MLC Kedar Nath Pandey in the legislature council about pendency of applications for passports at the police stations, Kumar said that the state government will introduce for passage the right to service bill. This will bring under its ambit officials to discharge their duties in a time-bound manner. Referring to the passport issue, the chief minister said that he had directed the director general of police (DGP) to look into pending cases for passport and all applications were disposed of by the police. The home department will soon issue a directive for disposal of remaining applications for passports even though such issues will get automatically addressed once right to service bill comes into force, he said.
