Billie asked again about getting marriage, so I thought I would call the Madison Co. IL. County Clerk. WE can not get married because Billie can no longer sign her name. The IRS accepted Billie making as close to an X as she could with me signing as Power of Attorney, but the County Clerk of Madison County doesnt accept that. According to the Clerk, she needs to be able to sign the documents and must swear that the information on the license is true. As Billie has been deemed incompetent she must understand what the license says. I told her that at the moment a question is asked she will understand, but 2 minutes later she will not not remember. How does a quadriplegic get a license in Madison County IL.? They can not sign their name or make their mark. This so sad!
