Bills yet to be cleared Dear Editor, Through the column of your esteemed daily, I would like to disseminate my sentiments regarding the backlog payment of bill against Tender work C/o Improvement and upgradation Menga to Giba Road (0-08)Km under Non- Lapsable Central Pool of resources ( NLCPR) scheme , Upper Subansiri District. I have been selected as Lowest bidder of the Tender process for said works, subsequently, l had entered into an agreement No. DD/ NIT/ NLCPR/ SD-11/01 dated 27/03/2012. As soon as I entered into an agreement, I have executed and completed the work within the time stipulated in Tender agreement and under the supervision of the PWD Daporijo Division. But the concern department did not make accurate bill payment. On my several approach they made bill payment for an amount of Rs. 5,74,836 (Rupees Five lakhs Seventy four thousand eight hundred thirty six) only after 7(seven) months of completion of work on 26/10/2012. And the second payment amounting to Rs.5,24,740/- ( Five lakhs Twenty four thousand seven hundred forty) only on 19/03/2013. After 13(Thirteen ) months So far total amount of the bill payment made by the Department is Rs. 10.99 ( Ten Lakhs Ninety nine thousand ) only .Whereas the validly of the tender agreement was only for 3(three) months i.e. upto 30/09/2012.But the concern department made bill payment after a long gap and in spite of the non payment of full and final bill against the work, the executing agency showed documents for full and final payment of bill whereas the cost of my executed works is Rs.50,76,250 ( Fifty lakhs seventy six thousand two hundred fifty) only. And the total approved cost of project is Rs.356.67 Lakhs, only for C/o Improvement and up-gradation of Menga to Giba Road (0-08)Km under Non- Lapsable Central Pool of resources ( NLCPR) scheme. No other works has been executed under this approved amount for said schemes. So after a big harassment I do claim the accurate bill for my executed work. Therefore, through the column of your esteemed daily, I would like to request the PWD Daporijo Division, Upper Subansiri District , Arunachal Pradesh for immediate payment of remaining amount of bill against the work and the constitute an Inquiry Committee for the same.
