In the Shura Principle, Allah the Almighty is the Supreme Power, the people decide between themselves democratically within the limits of permissibility set by the Holy Quraan and the Sunnah. Legislation in the Muslim is fixed by the principles laid down in the Holy Quraan and the Sunnah, the power of the legislature is to apply these principles to practice day to day business of the State and society. The execution of the Justice in the Muslim State is above of the Head of the State and therefore is independent of him.
