Boko Haram is something else: After conquering their biggest town yet, Mubi, they are now reportedly encouraging civilians to remain in their homes and resume business as usual, alleging that they can take better care of residents than the Nigerian government can. Uba resident Mallam Salisu Baba added, The insurgents have assured people of unassailable freedom and have been telling shop owners to open their shops threatening that anyone who fails to open his or her shop will have the shops broken into. Whenever the insurgents want any commodity, they pay for it. This encouraged meat sellers, tea sellers and others to open for business. Not surprisingly, many are still secretly fleeing these occupied villages because of their general distrust of the infamously violent terrorist organization.
