Book Summary of Ethics In Governance (Hardbound ) Recently, the Second Administrative Reforms Commission, while submitting its report on Ethics in Governance termed it as its most important report. Why not? Ethics is the essence of good governance and a sine qua non of an effective and responsive democracy. An eminent ICS officer, AD Gorwala had mentioned in 1951 that there were three cardinal principles of good administration: Efficiency, Economy and Integrity. Of late, we have cared more for the first two than for the last. With the Transparency International highlighting periodically the low integrity index of India and with the phenomenal rise of government corruption, buttressed by the private sector, it is time that the Indian governance system halted the onslaught of unethical conduct in public affairs. He is Chairman of Management Development Academy and Director, Centre for Self Excellence. Professor Arora was Fulbright Scholar at the University of Kansas and Senior Fulbright Fellow at Maxwell School of Citizenship and Public Affairs, Syracuse, New York.
