If summer holidays start in June to August, at first maybe the first 2 years it would work, then the holiday companies would start slowly to push up prices so that june will be as expensive as august, depends how many areas decide to stagger holidays. If only two counties stagger summer holidays, they would enjoy cheaper prices, if every county staggered holidays the holiday companies would compenstate. Getting this amendment overturned is the only sure fire way to solve the problem.
