Bosnia - Government formation continues on separate tracks Developments over the last week or so continue to suggest that different parties will form governments at the State and Entity levels (at least as regards the Republika Srpska). The SDA is working towards forming a government with the DF and HDZ at the Federation level and with these parties and the ethnic Serb SDS at the State level. Meanwhile, the SNSD has succeeded in forming a government in Srpska instead of the SDS with junior coalition partners (the DNS and SP). Elections in October threw up some challenging results especially as regards the Serbian parties. A member of the PzP alliance (led by the SDS) won the Serbian seat in the 3-member presidency of Bosnia while the incumbent SNSD won at the Entity level. Hence, both SDS and SNSD claim to be the elected representatives of the Serbs in Bosnia. Moreover, the most successful Bosniak party (SDA) seems to have issues with the SNSD while the largest Croat party (HDZ) is trying to maintain a position somewhere in the middle. The good news perhaps is that respective governments are being formed more quickly than in the lengthy political stand-off following 2010 elections. However, it is difficult to see how these parties will co-operate together over key issues such as constitutional change and EU Accession in the State parliament.
