Brandon M. Harman, age 32, who lives at 334 S.W. 4th Street in Richmond was charged on October 2, 2013 with Public Intoxication. He was arrested by Officer Kevin Smith of the Richmond Police Department in the 300 block of North 7th street after officers responded to a fight. Please remember a criminal charge is merely an accusation and Mr. Harman is presumed innocent unless and until convicted in a court of law. Stacy Plumley, age 28, who lives at 300 Southwest 3rd Street in Richmond was charged on October 2, 2013 with Disroderly Conduct. She was arrested by Office Andrew McClain of the Richmond Police Department in the area of North 7th and North D Streets in Richmond after officers responded to a call about a large fight.
